More than 40 percent of the country’s total electorate belongs to the OBC community. Along with the upper classes, the BJP also secured the support of the OBC vote bank in the last election. In the 1990s, the BJP had to contend with the influence of the Mandal Commission. Later the formation of the National Democratic Alliance (NDA) and OBC votes played a vital role in its success. BJP is making this new plan to turn the OBCs towards them. BCs are already on the side of the BJP in many states. Especially those with RSS ideology are more visible in this community.

The recommendations detailed in the nearly 1,100-page report are divided into two parts. The first part of the report deals with the equitable, inclusive distribution of the OBC reservation quota. The second part collected data on the identity of the 2,633 backward castes currently listed in the country and their representation in the population. This second part covers the data related to the benefits they have received from reservation policies so far. This report can bring significant changes in the implementation of the OBC reservation system which has been in place for four decades. The intention behind the classification of various castes and sub-castes is to put them on an equal footing. The Commission has already said several times that this is to provide equal opportunities to all.
