Hyderabad, April 12: The settlement of common title deeds has restarted after the government amended rules on affidavit submission. Officials say the move will help clear pending applications across the state.
Earlier, rules required both buyers and sellers to submit affidavits. However, many sellers did not come forward, which delayed approvals. Now, the revised rule allows authorities to reconsider previously rejected applications.
In October and November 2020, the government received nearly nine lakh applications. These were sent online to district collectorates. Later in 2023, collectors rejected several applications due to missing affidavits. Even after changes in 2025, only about 7,000 applications were examined.
However, last month, the Revenue Department amended the rule again. As a result, collectors have started accepting fresh requests. They are also reviewing earlier rejected cases.
Investigation crucial for Common Title Deeds settlement
The investigation process remains key to the Common Title Deeds settlement. Tahsildars completed earlier regularization under the previous government. Now, powers rest with Revenue Divisional Officers under the Bhubharati Act.
Once Tahsildars submit reports, RDOs verify them and upload details to the Bhu Bharati portal. Then, they grant ownership rights. Meanwhile, field-level checks have become important during this stage.
Tahsildars are issuing notices to farmers whose lands border disputed plots. If no objections arise within 30 days, officials proceed with approvals. Revenue officials say complete affidavits will speed up the process for most applicants.
