Hyderabad, June 16 (Hydnow): Dr. MCR HRD Institute conducted a “One Day Virtual Orientation Training Program for 100 Newly Recruited Junior Panchayat Secretaries of Naray anpet District”. Dr W R Reddy (Retd), former DG, NIRD & PR, in his Inaugural Address, said that Panchayat Secretaries have a major role to play in the development of Rural India.

Dr. Reddy in his inaugural address said “Mere formulation of the best and the brightest plans and schemes at National and State levels are not enough for rural development; the need of the hour is their successful implementation at the grassroots level and the flow of benefits to poorer sections of society, especially those who belong to SC and ST communities”, he opined.

“While officers at higher rungs of administrative hierarchy play an important role in conceptualizing plans and schemes for rural development, the Panchayat Secretaries, through their competence and commitment, can take them to shore, safely and successfully”, stated Dr W R Reddy and shared the success stories of Panchayat Secretaries, from across the country, especially in Kerala ad Karnataka, who made their respective Panchayats the key instruments of rural development.

Continuing his address, Dr W R Reddy said that the unique characteristic of the job of Panchayat Secretaries is the need of multi-layered networking with officers from different wings of Government for the successful implementation of their plans and schemes aimed at rural development. He stated that the job of Panchayat Secretaries brings in its wake a number of opportunities totransform the socio-economic landscape of villages and thereby to enrich the quality of life of people.

“Even though the job of a Panchayat Secretary is confined merely to a Panchayat, it provides them a

huge sense of meaningfulness and a vibrant platform for job satisfaction”, he added.

Hari Chandana Dasari, IAS, Collector & District Magistrate, Narayanpet District, in her Opening Remarks, said that the Chief Minister is keenly interested in the success of Palle Pragathi Program and Panchayat Secretaries can play an important role in the success of this innovative scheme.

She said that the Narayanpet District is one of the most backward districts of Telangana State and called upon the Panchayat Secretaries to address such problems as Child Marriages, Jogin System, livelihoods for poor, especially the 14000 workers who returned to the District recently, etc. She advised them to go through the New Panchayat Raj Act to understand their role and powers to discharge their duties effectively.

B P Acharya, DG of the Institute & Special Chief Secretary to Govt, in his Concluding Remarks, said that realizing dream of Bangaru Telangana calls for prosperity of villages, across length and breadth of the State, rather than that of a few urban areas. “It is in this context that Panchayat Secretaries may formulate ‘SDGs Action Plans’ for the multifaceted development of their respective villages”, he said and added that in the light of the success of the Model of Orientation Program of the Narayanpet District, more number of programs will be organized for Panchayat Secretaries, from across the State.

Dr Ravulapati Madhavi, Associate Professor of Law & Head, CPA at the Institute, who was the Coordinator of the Orientation Program, conducted proceedings of the Inaugural Function.(Hydnow)
