Hyderabad, June 17 (Hydnow): AICC Secretary Challa Vamshichand Reddy launched scathing attack against TRS government for promulgating Ordinance No – 2 of 2020, which allows the state government to defer a part of payment of salaries and pensions during disaster and public health emergencies.

Speaking to media persons, he said the Ordinance allows the state government to defer payments till the situation becomes manageable. He criticized Government and said that the Ordinance would trigger fears among the employees and pensioners in the state. Stating that the state Government has already been paying deferred salaries to the employees and pensions since the last three months, he said that it’s a draconian move by the government and added that it would seek to get immunity from other laws, rules or code or judgement or any court or tribunal.

Reddy said that the payment of salary was certainly not a matter of charity and mentioned that the GO Ms.No 27 dated 30.3.2020 which was issued by the Finance Department for deferment of salaries and pensions, was in gross violation of statutory norms and in violation of Article 300A of Indian Constitution. He said that the constitution conferred right to property and includes within its purview salary also as a property. He also mentioned that neither the Epidemic Diseases Act of 1897, as amended by the ordinance of 2020, nor the Disaster Management Act 2005 had any provisions for the deferment of salaries or pensions.

He condemned the government decision and alleged that as it did not have any a reply to give to the high court of the state on the issue of the deferment of the pensions of the pensioners by it on the next date of hearing,he said that the state government had suddenly brought the ordinance on Tuesday night. “We condemn the deplorable act by the government” he said. He further told employees and pensioners were facing hardships for the last three months and had been demanding restoration of full payment of salaries and pensions. He demanded immediate withdrawal of the ordinance and payment of full salaries to employees and pensions to pensioners in the state from June. (Hydnow)
